Since the late 1980s, the increased turnover and exposure associated with payment settlements has led to a stronger focus on risk and to major changes in the organisation of payment systems, both nationally and internationally. In order to reduce settlement risk, standards were introduced for net settlements. The most important of these is the Lamfalussy standard (BIS 1990)2) . Net settlements must satisfy six recommendations concerning legal, organisational, liquidity and operational conditions in order to be regarded as protected net settlements according to this standard. In the Trundle Report (BIS 1999 and 2001) these recommendations have been made more specific and expanded to the ten BIS Core Principles for Systemically Important Payment Systems. The Trundle recommendations encompass both gross and net settlements and also contain recommendations concerning the central banks role in the payment system and responsibility for the implementation of the core principles. Central to both Lamfalussy and Trundle recommendations is the requirement that it must be possible to make a settlement even if the bank with the largest net debit position lacks cover. The principle is that settlement execution should be assured by the other participants supplying liquidity on behalf of the illiquid participant (collective guarantee). The amount of liquidity individual participants have to supply will tend to depend on the size of the bilateral credit lines they have given the bank that cannot meet its commitments. It must be assumed that in principle a bank will not provide lines of credit that cause it to have problems meeting its own commitments. However, the possibility of more than one participant failing cannot be excluded. In such cases, even protected net settlements may involve too great a risk. In consequence it is recommended that real time gross settlement (RTGS) be used for large-value payments.

One of the distinguishing features of the International Conference on Population and Development (ICPD) in Cairo in 1994, (1) and its five-year follow-up by a special session of the UN General Assembly in 1999 (ICPD + 5) (2) is that they moved beyond rhetoric to define reproductive health, including sexual health, in the context of primary health care and to provide countries with specific goals, objectives, and targets, in order to provide quality sexual and reproductive health information and services. These reflect an international consensus on what needs to be achieved, requiring a combination of programme initiatives, public health policies, legislation, educational capacity building and community-wide efforts. Until recently, little interest has been expressed by medical educators in integrating sexual and reproductive health in the medical curriculum. Significantly, no international group that is representative of medical educators or the medical profession attended either ICPD in 1994 or the 1999 Special Session of the UN General Assembly, with the exception of the Commonwealth Medical Association.

There is anecdotal evidence that the addition of the opioid, fentanyl, to epidural analgesia for women in labour is associated with difficulty establishing breastfeeding This study sought to determine whether there was any association between epidural analgesia and either breastfeeding in the first week postpartum, or breastfeeding cessation during the first 24 weeks postpartum. Results revealed that 93% of subjects were either fully or partially breastfeeding in the first week; 60% of the women continued to breastfeed at 24 weeks. The only factor associated with no breastfeeding was maternal education (p <0.0001); women with less education were more likely to not breastfeed at all in the first week postpartum. After adjusting for parity, of the five intrapartum analgesia categories, only epidurals and general anaesthetic were significantly associated with an increased risk of partial breastfeeding in the first week. Predictors of breastfeeding difficulties in the first week were similar to predictors of partial breastfeeding. When the analysis was confined to women who had vaginal births, this association was weaker, and ceased to be statistically significant after adjusting for parity. Women partially breastfeeding after one week were almost twice as likely to cease breastfeeding by 24 weeks compared to those fully breastfeeding at that time. Among women who were breastfeeding in the first week, women who had pethidine or an epidural were significantly more likely to stop breastfeeding in the first 24 weeks than women using non-pharmacological methods of pain relief, partial breastfeeding during the first week could not completely explain the increased breastfeeding cessation rate. Women participating in this study who had epidurals were less likely to fully breastfeed their infant in the few days afterbirth; they were also more likely to cease breastfeeding in the first 24 weeks. This study noted a growing body of evidence that the fentanyl component of epidurals may be associated with sleepy infants and difficulty establishing breastfeeding. No conclusions were drawn in this study as it did not have information about dosage or timing of analgesic agents used. Even if the relationship is not causal, the authors noted the importance of giving adequate breastfeeding assistance and support to women at higher risk of breastfeeding cessation.
Breastfeeding is widely acknowledged as the ideal form of nutrition for infants. Because of this, increasing the incidence and duration of breastfeeding is a major goal in Healthy People 2010. Part I of this series illustrated that the Department of Defense and its health care system, TRICARE, may not be meeting that goal, particularly after active duty mothers return to work. This study outlines the resources that would be required to optimally support breastfeeding after active duty mothers return to work. Selected policy implications of supporting breastfeeding are discussed, and recommendations for policy on breastfeeding are presented.The ability to successfully continue breastfeeding after returning to work involves four elements: space, time, support, and gatekeepers.1,2 The ideal situation is to have onsite daycare so that mothers can breastfeed their infants directly while they are at work. Since this is not possible in most cases, providing designated space in the workplace where mothers may express breast milk is critical because many active duty mothers who wish to continue breastfeeding after they return to work do not have private offices. The optimal space and equipment requirements are listed in Table I.The Oregon health division estimated the one time cost to provide a furnished, private room with a lock and an electric outlet as $585. For a room with an employer-owned hospital grade electric breast pump and written resource materials, the price was estimated as $1660.3 Although this might seem expensive, it is important to consider that more than 20 women can use a nursing mothers room during an 8-hour period.If space is at such a premium that a designated room cannot be provided, allowing the use of empty conference rooms or offices may suffice. However, women should not be forced to pump or breastfeed in bathrooms or closets. Just as you would not expect an employee to prepare or eat a meal in the bathroom, you should not expect her to provide nourishment for her baby in that environment.
Recommended Breastfeeding Practices 1. Human milk is the preferred feeding for all infants, including premature and sick newborns, with rare exceptions.[75-77] The ultimate decision on feeding of the infant is the mothers. Pediatricians should provide parents with complete, current information on the benefits and methods of breastfeeding to ensure that the feeding decision is a fully informed one. When direct breastfeeding is not possible, expressed human milk, fortified when necessary for the premature infant, should be provided.[78,79] Before advising against breastfeeding or recommending premature weaning, the practitioner should weigh thoughtfully the benefits of breastfeeding against the risks of not receiving human milk. 2. Breastfeeding should begin as soon as possible after birth, usually within the first hour.[80-82] Except under special circumstances, the newborn infant should remain with the mother throughout the recovery period.[80,83,84] Procedures that may interfere with breastfeeding or traumatize the infant should be avoided or minimized. 3. Newborns should be nursed whenever they show signs of hunger, such as increased alertness or activity, mouthing, or rooting.[85] Crying is a late indicator of hunger.[86] Newborns should be nursed approximately 8 to 12 times every 24 hours until satiety, usually 10 to 15 minutes on each breast.[87,88] In the early weeks after birth, nondemanding babies should be aroused to feed if 4 hours have elapsed since the last nursing.[89,90] Appropriate initiation of breastfeeding is facilitated by continuous rooming-in.[91] Formal evaluation of breastfeeding performance should be undertaken by trained observers and fully documented in the record during the first 24 to 48 hours after delivery and again at the early follow-up visit, which should occur 48 to 72 hours after discharge. Maternal recording of the time of each breastfeeding and its duration, as well as voidings and stoolings during the early days of breastfeeding in the hospital and at home, greatly facilitates the evaluation process. 4. No supplements (water, glucose water, formula, and so forth) should be given to breastfeeding newborns unless a medical indication exists.[92-95] With sound breastfeeding knowledge and practices, supplements rarely are needed. Supplements and pacifiers should be avoided whenever possible and, if used at all, only after breastfeeding is well established.[93-98]

Questions about healthy eating habits, specific diets and providing healthy nutrition for children dominated the Deseret Morning News/Intermountain Health Care Hotline Saturday. Registered dietitians Deon Gines and Tracy Herrmann, both of LDS Hospital, talked to callers about their diets and provided healthy suggestions for better eating habits. One caller was concerned that because of the foods she chose to eat, she was following a low-carb diet that was unhealthy. Gines told her what foods were high in carbohydrates and then suggested that she incorporate a variety of foods into her diet. “Its so nice to talk to somebody who actually wants to change their diet and help their family,” Gines said.

ABSTRACT The relationship between exchange rates and equity prices is an unresolved issue. Proponents of a negative relation between the international value of a domestic currency and the domestic equity prices believe that stronger currency leads to lower exports and thus lower sales, profits, and stock prices for domestic firms. On the other hand, supporters of a positive relation between the international value of a domestic currency and the domestic equity prices argue that a strong domestic currency attracts foreign investors to the domestic equity markets. They further argue that a rising domestic currency leads to expectations of a future rise and therefore increases domestic investment incentives. While both views may be correct in certain time periods, the long term relationships between these two endogenous variables seem to be best described as unstable. In this paper, we hypothesize that both exchange rates and equity prices are endogenous variables, and thus their long-term relationship should be dependent on the predominant exogenous variable that causes movements in these variables. We test our hypothesis by empirically examining the relationship between the international value of the Euro and equity prices in the Euro Zone countries. We find evidence that this relationship is insignificant and unstable. Our findings provide support for the view that assuming a stable and strong relationship between exchange rates and equity prices is misleading. Although there is a dearth of literature on the relationship between exchange rates and equity prices, the direction and the long-term stability of the relationship remains an unresolved issue. While some studies present empirical evidence in support of a negative relationship between movements in the international value of a domestic currency and domestic equity prices, others find the evidence of a positive relationship. Proponents of a negative relation believe that stronger domestic currency leads to lower exports and thus lower sales, profits, and stock prices for domestic firms. Supporters of a positive relation argue that a strong domestic currency attracts foreign investors to the domestic equity markets. They further argue that a rising domestic currency leads to expectations of a future rise and therefore increases domestic investment incentives. Empirical Studies by Frennberg (Frennberg, 1994), Choi (Choi, 1995), Ajayi and Mougone (Ajayi Mougone, 1996), Bahmani-Oskooee and Domac (Bahmani-Oskooee Domac, 1997), and Wu (Wu, 2000) all present evidence in support of a negative relationship between the value of domestic currency and stock prices. On the other hand, studies by Friberg and Nydahl (Friberg Nydahl, 1999) and Hau Rey (Hau Rey, 2002) are among studies that conclude a positive relationship between these variables. While inferences presented by both groups about the exchange rate/stock prices relationship may be correct in certain time periods, the long term relationship between these two variables seem to be best described as unstable. In this paper, we argue that exchange rates and stock prices are both endogenous variables, and thus their long-term relationship should be dependent on the type of the predominant exogenous variable that would cause changes in these variables. For example, the nominal interest rate may be an exogenous variable, which may play a key role in relating exchange rates to stock prices. Since nominal interest rates are by definition composed of the real interest rate and the expected inflation, the pattern of the relationship between stock prices and exchange rates should depend on whether the disturbance is a real interest rate disturbance or a pure inflationary one. And since over the long run different disturbances may be dominant, one would expect the pattern of the relationship between stock prices and exchange rates to be unstable and insignificant over the long run. This logic was one of the arguments in support of the introduction of the Euro currency. It was argued for example, that adoption of a single currency in Europe would create more stable prices and lower interest rates by eliminating foreign exchange risk between the EMU countries. It was anticipated that institutions in public and private sectors would reduce dollar-denominated investments and reallocate to Euro-based assets. This reallocation was expected to lead to stronger performance in equity markets in the EMU countries. This paper provides an empirical analysis of the relationship between the Euro and equity prices in Euro-Zone countries. We test our hypothesis that this relationship is not significant. PORTLAND, Ore. — Hard drive vendors have started shipping self-encrypting drives based on
the Trusted Computing Group’s specifications, the group noted today.
Final specifications for client drives, data center drives and
interoperability of self-encrypting drives were published in late
January of this year and are widely supported by PC, server, drive and
applications providers.
Fujitsu has demonstrated drives based on TCG’s Opal self-encrypting
drive specification, which is focused on drives for PCs, while Hitachi
GST offers these drives now. Seagate is now working with early adopters
IBM and LSI Corporation on data center storage devices supporting the
TCG Enterprise self-encrypting drive specification.
Wave Systems Corporation currently provides solutions to set up and
manage all available self-encrypting drives. WinMagic provides support
and management applications for self-encrypting drives in an enterprise

IT WAS the leather jackets that finally did it. Love comes quickly and leaves slowly, falling back in alarm a little more each time at each new outrage against it, but we can usually put our finger on the killer blow. And in the case of both my husbands, it was their insistence on wearing leather jackets past the age of 30 that finally made me fall out of love with them. Im not saying this is always a fashion mistake. On holiday in Madeira recently, I was fascinated to observe the number of older men who wore leather jackets. But hang on. To a man, they were labourers, mostly dockers; they were of Portuguese descent, and hard labour allied with even harder genes had rendered them wonderfully dark and tough-looking. Furthermore, all of them seemed to have perfect leather jacket hair; dark, thick, lustrous. Not a receding hairline or salt and pepper sprinkling in sight. With my husbands, it was different; they werent dockers or motorbike couriers but journalists. They were soft, both in mind and body. And then there was the hair. The first ones hairline was receding; the second one had all his own, but it was very quickly turning grey. (See the effect I have on men?) When they pulled on their leather jackets and pouted into the mirror, I daresay they saw Marlon Brando in The Wild Ones, James Dean in Rebel Without a Cause and Suzi Quatro circa Can the Can all rolled into one. But I didnt: I saw a Past-It Boy, and I ran. Before we get into “Bonjour, Monsieur Kettle, je mappelle Pot et vous etes noir” country, let me quickly admit to being past it too. And I certainly havent grown old particularly gracefully; I sleep with someone too young to remember shillings and pence, and stay up till at least 11.30pm, often on a school night too. But what I do, I do in private; I am well aware that there is an element of the grotesque in the spectacle of old folks (ie over 35s) getting down and dirty and therefore I keep my bad behaviour strictly behind closed doors. Past-It Boys arent like that. They seem to have taken to heart the old Joe Orton maxim: “Anything worth doing is worth doing in public”, and it often seems that at least half the pleasure they derive from their naughtiness is being seen to be naughty.

Food is always involved and the recipes below are some of the groups favorites, she said. Cripps, a lifelong Topekan, has a rug hooking business, Rustic Rugs (273-2093). She designs and makes traditional hooked rugs with strips of 100 percent wool fabric and also sells rug hooking supplies and teaches classes. The craft dates back to the 1800s, but is better known on the coasts, she said. Older rugs from that time were made with whatever materials the women had on hand — wool, silk or cotton. Very few examples survive today, because the rugs were made to be used. They might begin their life in the parlor, then be moved to other rooms as they became worn, and finally end up out in a barn, Cripps said.
